Subject: Maritime Route Expedition
I am pleased to have receivred your letter of 31 July 1990
(CIP/SR/90/391) and wish to reply on the following specific
issues which concern China:
l- Chinese specialists on board: There seems to be some
misunderstanding about the Chinese participants on board,as you
mentioned in your letter only the. second group of names submitted
by the Chinese participants to the Meeting of the Sub-Committee
for the Maritime Route in Venice, while the first group listed in
the document (SR/SCM/90/6) was aloparently omitted.Therefore, in
conformity with the decisions of the Sub-Committee at its Venice
Meeting (SR/SCM/90/2) , I would like to make the following
clarifications :

Mr.LiuYingsheng(Venice to Huangpu) and Mrs.Li Dejin
(Huuangpu to Osaka)will occupy one of the 22 "cabin"berths
which will be allocated to the Chinese speclists. Mr.Chen
pengpeng(vence to muscat),Mr.Chen Dasheng(Muscat to Madras)
and Mr.Yu Yongbing(Madaras to Osaka),at the same time,will
apply for one of the "auserity-type"berths for young,scholars.
Please find enclosed herewith the Curriculm viate of both Mr,Liu
and Mr.Yu(the CVs of other Chinese sholars have already been
send you earlier).I would be most grateful if you could
confirm acceptance and send us the identity badge form at your
earlist convenience.
2.Arrival and daparture times: According to the decisions
of the Sub-Committee for the martitme Route at tis Baghdad
Meeting (SR/SC/90/1),the departure time from Huangpu will be
0900/13.02/91 and the arrival time at Quanzhou 1500/14.02/91.In
view of the tidal factors in Quanzhou,the Chinese delegation
proposed at the Venice Meeting to the representative of the Omani
Royal Yachr Squadron that the arrival timeat Quanzhou be
advance from 1500 to 1000/1100 of 14 February 1991.The Omani
representative accepted the Chinese proposal in principle and
suggested that the peparture time from Huangpu,be advanced to the
afternoon of 12 February 1991 accordingly. Yet,the departure
time from Huangpu has been further advanced to 1000/12.02/91,as
indicated on page 10 of the Report of the Venice Meeting
According to recent calculation made bu Chinese specialists,
however,the distance between Huangpu and Quanzhou is only around
410 nautical miles. There fore, normally alargepassenger ship
like FULK-SALAMAN will be able to cover this voyage in some
thirty hours. Moreover,a two-and-half day programme has already
been made bu Guangzhou for the International Team. So please
kindly consult Commander Mandeille and confirm as soon as
possible that the departure time from Huangpu is 1500/12.02/91
instead of 1000/12.02/91.
3. Programme at Chinese pcrts of call: Please find enclosed
herewith the tentative programmes in Huangpu and Quanzhou I am
pleased to inform you that both the local authorities of
Guangzhou and Quanzhou have decided that the international team
will be accommodated on shore. However they do raise the question
as to whether participants of the media should be accommodated at
their own expense
4.Harbour dues: The Chinese authoritie hace decided to
waive the harbour dues for both ports in China.
5.Visa formalities:According to the relevant regulations
of China,all passengers on board including the Team members and
cateringstaff should obtain entry cisas and they shoudld apply to
the Chinese embassies or consulates in their respective
countries. please send us as soon as possible the complete list
of passengers with their date of birth , passport number and the
place for visa application.
6.Tracelling exhibition:The City of Quanzhou has reserved
a some 700 square meter exhibition hall which is adjacent to the
other halls for displaying the cultural relics along the silk
roads excavated in Quanzhou. Please let us know what kind of and
how many carriers will be needed for the transportation of the
panels so that they will be prapared in advance.

8. proposed foreign 'participants to Quanzhou Seminar to be
financed by Unesco: According to relevant decisions of the Venice
Meeting (SR/SCM/90/2), Unesco will provide financial assistance
to cover travel expenses of up to five foreign participants, The
preparatory Committee for the International Seminar in Quanzhou
proposed that the international travel expenses of the following
five foreign participants be financed by Unesco (Please find
attached herewith their CVs):

The authorities of both Huangpu and Quanzhou as well as
Guangdong Province and Fujian Province to which they are respectively
belong have been undertaking active preparations for the call of
the Expedition Ship. I am convinced that the second important
event of the Integral Study of the Silk roads: Roads of Dialogue-
-- Maritime Route Expedition will likewise prove to be a complete
success .
